Koh Tao is small and built around the water. It's one of the cheapest places in the world to learn to dive, and even from the beach the snorkeling is good. Sairee is the main stretch for sunsets and food, while Shark Bay and Tanote stay quieter. It's an easy add-on by ferry from Samui or Koh Phangan, with seafood the safe bet for halal eating.
